When we first got our dog mike from the rescue league. He had hot spots so bad they had shaven much of his hair. They told us his rash was caused by flee's and his constant scratching, biting and licking the area. We put him on frontline and then bought some of that cortizone spray for dogs to help him stop attacking the area. We also use those petkin instant pet bath doggy wipes that have aloe vera, lanolin, chamomile, vitamins A,B,C,D, and E etc to sooth the area. Poor guy. He was miserable with all that scratching and biting.

I always took the term hot spots to mean spots that are trouble on the skin... not caused by heat rash. I guess I should look that up to see what the real meaning of hot spots are.
