Spring is the worst here (especially this year '03) in Massachusetts. The field I take my dogs to is just starting to grow in after a hard winter- however- over the last week, the long grasses have started fillin' big time. Combined with heavy rains and lingering dew, there seems to be a break in the oil transfer. I suspect because they get it on their pads, but the constant running in long, wet grasses negate the PI. Don't know for sure, but I haven't had any new outbreaks. Could it also be that I'm wearing long leggings and wellies? I can't imagine this tactic lasting into the "dog" days of summer however...
