Hi Chris -

Well winter is probably a better time but remember the urushiol oil is also contained in the roots. Poison ivy is deciduous so any leaves that have naturally fallen off the plant will not have urushiol oil. Handling the plant in winter in theory should be easier as we're only talking vine and roots. You want to handle with care at all times of the year.
