The chlorine in a swimming pool will help dry up the blisters on the skin. The oil does not spread as easily with water. Oil and water do not mix well. Example would be eating spice foods and water not washing it away. Take some cooking oil and spread some on your hand. Run water over your hand and then feel your skin when down. It should still be slick with oil. When done with the test use dish washing liquid to remove the oil.
