It sounds like you may have poison ivy. I had poison oak, but it's more or less the same thing, and certain parts of my body got blisters that sounds like what you had. And it does feel like it itches more at some times than others.
It is possible that the oil got into your ear, which would explain why it hurts. The oil from the leaves is what causes the rash...so anywhere it got into contact with your skin can potentially have a rash occurance. So it is very important to wash everything you've come in contact with...sheets, clothes, pets possibly, because the oil can stick to the fur. You want to make sure you are away from the oil completely.
As far as I know, poison oak/ivy/sumac grows year round, so you can get it no matter what. Then again, I'm in California where there aren't harsh winters, but it is possible that the chilis you were cutting had some contact with poison ivy or something and got hte oil onto your body.
If you can, I'd suggest going to the doctor. They can prescribe meds which, if you aren't too sensative to, seem to help a lot. I've been taking them for about a week, and the really bad parts are much better.
