Yes, it can if the logs have come into contact with the oil. If you know for sure nothing (like a cat or other animal) has climbed around in the ivy & then climbed on the wood pile then the logs, i.e. on top of the pile, should be fine. Or if a rodent, cat, etc, has even touched the logs in contact with the ivy and got even a little of the oil on their foot, fur, tail, and then touched the other logs with it, it can spread it.
